Yes, silver plate is basically costume jewelry and a ‘black diamond’ is carbonado (coal)…there are supposedly a very few that are worth something but if set in cheap faux silver I doubt very much this one would be. Silver plate is what you might buy at a drug store or Walmart (even they have better quality)

Only buy sterling silver, gold or platinum if you want fine jewelry. Any stone can be appraised by a good gemologist.
