How do I transfer Outlook Express DBX data into a new PST file?

My old email backup contains Inbox.dbx and Sent Items.dbx files. I want to transfer this data into a fresh PST file so I can open it in Outlook. The main concern is keeping email order, formatting, and attachments unchanged.

DBX data should be converted to a PST, not dragged into Outlook. Outlook Express stored mail in DBX files, while Microsoft Outlook works with PST, so the file type has to change first.
