If your scanned documents or images just need to be turned into PDFs, you can first try the built-in Print to PDF option in Windows or Preview on a Mac. It works fine for a few files but you won't get much control over page size, image quality or compression. That often leads to oversized PDFs or pages that look uneven.
I had the same issue with scanned invoices, and Softaken Free All to PDF Software made it easier because I could adjust page orientation, margins, and image quality and even convert multiple images at once. The text stayed clear, and the PDF size was reasonable.
