Use a maximum of 30 characters in Google Play.
Stay away from keyword spamming.

It must be a maximum of 4000 characters in both IOS App Store & Google Play.
Google Play has an 80 character short description area.
Add the evidence of success (number of downloads, good ratings etc) to your description.

Apart from SEO, You will have to implement ASO (App Store Optimization) for your android app ranking on App Store.
