URL Access Control First. If both “URL Access Control” and “Restrict Web Feature” are enabled, the router will check both URL Access Control and Web Feature Restriction. But URL Access Control has a higher priority.

URL Priority is coming from URL optimization. when you do url optimization it should be short and search engine friendly not contains any underscrore and so on url structe we should follow.
